I get my brows done at a place called Do's and Lipstick in Solana Beach CA (San Diego). They swear by these stencils. Mona, the owner, is a professional makeup artist and is often doing red carpet work on actresses and actors. If she says use the stencils use them. Easy to use. Put to your brow and fill in with powder. If using to shape, you can powder heavily and then pluck around.
